WEST LYON COMMUNITY SCHOOL DISTRICT ADDITION AND RENOVATION PROJECT INWOOD, IA

NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN: Sealed bids will be received by the Board Secretary of the West Lyon Community School District at the Administrative Office of the West Lyon Community School District, 1787 182nd Street, Inwood, Iowa, before 2:00 CST (according to the designated clock in the Administrative Office) on the 21st day of December, 2017, for the following public improvements:

West Lyon Community School District Additional and Renovation Project

Bids shall be received for the project which consists of construction activities as required by the contract documents, which shall include:

  • -  4,000 square foot addition and misc. remodeling of the existing Industrial Arts department.

  • -  Remodel of (3) science class rooms and a Family and Consumer Sciences lab and classroom.

  • -  Replacement of corridor lockers and acoustical ceiling tile.

  • -  Replacement of exterior windows.

  • -  Replacement of domestic plumbing mains in the corridors.

  • -  Construction of a new asphalt parking lot.

    . The project is located at 1787 182nd Street, Inwood, Iowa.

    Bids received for the Project will be publicly opened and read aloud after 2:00 o’clock p.m. CST on December 21, 2017 in the School Library of the West Lyon Community School District, 1787 182nd Street, Inwood, Iowa. All interested parties are invited to attend. Bids received after the bid time will not be opened. It shall be the sole responsibility of the bidder to take all actions necessary to ensure bids are received at the time and location specified in the Notice to Bidders.

    Plans and Specifications will be made available to all Prime Bidders and major subcontractors through CADD Engineering Supply (CES), located at 615 South Lyons Avenue, Suite 100, Sioux Falls, South Dakota; Prime Bidders and major subcontractors should contact Joe Fleming at (605) 332-2550 or . Copies of the Plans and Specifications shall require a deposit of $150 each; deposits shall be made payable to Architecture Incorporated. Deposits will be refunded upon return of the documents, in good and reusable condition, within fourteen (14) days after the award of the Project.

    Plans and Specifications may be examined at the office of the architect, Architecture Incorporated, 415 South Main Ave., Sioux Falls, South Dakota, with the Owner at the West Lyon Community School District Administration Office, 1787 182nd Street, Inwood, Iowa, and the following exchanges:

Addenda will be uploaded to the Architecture Incorporated website at www.architectureinc.com under the ‘Projects Out for Bid’ section as they are issued. All bidders are encouraged to check the website regularly for the most current addendum information.

A pre-bid conference for all bidders will be held at the School Library of the West Lyon Community School District on December 8, 2017 at 2:00 pm CST. Prospective prime bidders are requested, but not required to attend. Architect will provide responses at pre-bid conference to bidders’ questions received up to two business days prior to the conference.

The Project shall be bid as a single prime contract for a single stipulated sum bid. The Project will commence on April 1, 2018, or as soon after the award that the contract, bond documents and insurance are received from the contractor and reviewed for compliance with the bid specifications. The expected final completion date for the Project is October 31 2018.

Bids must be submitted on the approved bid form available in the Bidding Documents. No oral, facsimile, telegraphic or telephonic bids or modifications will be considered.

Bidders will be required to provide a security deposit, in the form of an approved Bid Bond, cashiers or certified check, or certified share draft in the amount of five percent (5%) of the amount of the bid, in a separate attached envelope. Bid security shall be made payable to the West Lyon Community School District.

Should the successful bidder fail or neglect to furnish satisfactory performance/payment bonds, refuse to enter into a Contract on the basis of the bid, or fail to meet the requirements of this Notice and the specifications regulating the award, the bidder’s security may be retained as liquidated damages. No bidder may withdraw its bid for a period of thirty (30) calendar days after the date and hour set for opening of bids.

Consideration of the bids received and the award of contracts or other action may be made by the Board of Education of the West Lyon Community School District upon the proposals received in accordance with the law and the plans and specifications at its meeting to be at ___:00 p.m. CST on December 28, 2017, in the School Library of the West Lyon Community School District located at 1787 182nd Street, Inwood, Iowa.

WEST LYON COMMUNITY SCHOOL DISTRICT ADDITION AND RENOVATION PROJECT INWOOD, IA

The Board of Education may make the contract award to the lowest responsive, responsible bidder meeting specifications. The right is reserved to reject any or all bids, or any part thereof, and to waive informalities as allowed by law, and to enter into such contract or contracts as shall be deemed in the best interests of the West Lyon Community School District.

The successful Bidder will be required to furnish a Performance Bond and Labor and Material Payment Bond both in an amount equal to 100% of the Contract Price and in accordance with other requirements outlined in the Bid Documents.

All bidders must provide a statement regarding the bidder’s resident status. This statement shall be on the Bidder Status Form designated by the Iowa Department of Labor commissioner and available online. The statement must be signed by an authorized representative of the bidder. Failure by any bidder to provide a completed statement with its bid may result in the Board of Education rejecting the bid as non-responsive.

By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa.

All bids will be governed by applicable provisions in the Iowa Code and West Lyon Community School District Board Policies.
